WhatsApp Template Changed from Utility to Marketing? Here’s the Exact Fix

Graphic showing WhatsApp template reclassified from Utility to Marketing category inside Meta Business Manager.

Utility vs Marketing: Understand the Difference First

Utility Template = Informational

  • Order confirmation
  • Payment reminder
  • Shipping update
  • Account notification

Marketing Template = Promotional

  • Discounts
  • Offers
  • Product promotions
  • cross selling

If the message tries to sell, it will not remain Utility.

The Problem

You created a Utility WhatsApp message template.

Meta reclassified it as Marketing.

This happens when the template wording seems promotional — even unintentionally.

Today, we’ll show you exactly how to fix it.

Understand Template Categorization (Official)

Before requesting review, check Meta’s official template categorization guide

This page clearly explains what qualifies as Utility vs Marketing.

If your template does not match the Utility criteria, Meta will not approve your appeal.

Review Meta’s Content Guidelines

Next, verify your template against Meta’s message template guidelines:

Official Meta Message Template Guidelines

If your message includes:

  • Offers
  • Promotional wording
  • Product suggestions
  • Sales tone

Meta will classify it as Marketing.

Make sure your template is strictly informational before proceeding.

How to Request Template Category Review (Step-by-Step)

Step 1: Log in to Meta Business

https://business.facebook.com/

Step 2: Open WhatsApp Template Section

Go to:

Business Settings → WhatsApp Accounts → Manage Templates

Step 3: Check the Recategorized Template

If Meta changed the category, you’ll see a notification.

Click:

“Review category updates in Business Support Home.”

Note: If You Don’t See the Review Option

In your ticket, mention:

  • Template Name
  • Template ID
  • Why is it qualified as Utility
  • Confirmation that it follows Meta’s guidelines
Step 4: Request Review

You’ll be redirected to the Account Activity page.

  • Select the template
  • Click the blue button: Request Review

You will see:

✔ Successfully submitted appeal

Step 5: Wait for Review

Meta usually responds within 48 hours.

Check the template status again after that.

If Review Fails

You have two options:

  1. Raise a detailed support ticket again
  2. Create a new template with strictly transactional wording

Rewriting often works faster than repeated appeals.
